How Long Is a Virginia Permit Valid?

Up to 8 years for a standard permit — a genuinely long window
A Virginia learner's permit that isn't REAL ID compliant expires on your birthday and is valid for up to 8 years — the same long renewal term as a full Virginia driver's license, not a short-term credential at all. If you're 75 or older, that term shortens to 5 years.
This is a notably different structure from most states, where a learner's permit is a genuinely temporary document lasting months, not years. In Virginia, the standard permit's long validity means it essentially never becomes the limiting factor in how long you have to test.
A REAL ID compliant permit is capped much shorter
If you get a REAL ID compliant learner's permit instead, it's valid only for the period of your authorized stay in the U.S., or for 1 year if there's no definite end date — a dramatically shorter window than the standard 8-year term.
Choosing between the two isn't just a formality: if you plan to use your permit or eventual license for domestic air travel or accessing certain federal facilities, REAL ID compliance matters, but it comes at the cost of a much shorter permit validity period to track.
The real gate is a 60-day hold or driver education, not the permit's own expiration
Since the permit itself lasts years, the number that actually controls your timeline is the requirement to hold it at least 60 days before your first road skills test — unless you complete driver education instead, which waives that hold entirely.
For applicants under 18, the road skills test is typically given as part of the driver education course itself, at the driving school — not as a separate DMV appointment reached only after waiting out 60 days.
A real change is coming on January 1, 2027
Virginia has a genuine, dated change taking effect January 1, 2027, affecting applicants 18 and older who've never held a license from any state, territory, or country. Applicants 18-20 will need to hold a permit for at least 90 days AND complete a state-approved driver education program — both required together. Applicants 21+ will need 60 days OR driver education — an either/or option, similar to today's rule but now specifically scoped to 21+.
Applicants under 18 aren't affected by this change at all — their existing requirements stay the same. If you're reading this close to or after January 1, 2027, and you're 18 or older, double-check which version of the rule applies to your exact situation.
New to Virginia? A separate, shorter deadline applies
If you're moving to Virginia and plan to drive, you must obtain a Virginia driver's license within 60 days of moving to the state — a completely different deadline from the learner's permit's own multi-year validity term.
This 60-day new-resident window happens to share the same number as the standard permit-hold requirement, but they're unrelated rules serving different purposes — don't conflate a new resident's licensing deadline with a first-time applicant's permit-hold period.
