Since the light is green, you have the right of way and the street perpendicular to you is stopped, but you always have to be cautious of other drivers. It's better to hold up traffic behind you for a little bit than to get into a car accident.

This is a tricky one, called the "2-in-the-box" rule casually here in Los Angeles. It is true, if the light is green, you want to make a left, you should completely exit the turning lane else get wrath of other drivers lol messed up
