Do You Need Driver's Ed in Arizona?

Required for most graduated-license applicants under 18
A teen applying for a graduated license must either complete an MVD-approved driver education program, or have a parent or guardian certify at least 30 hours of supervised driving practice, including at least 10 hours at night.
That's a genuine either/or choice, not a requirement layered on top of practice hours — a family can choose the formal course, or handle the supervised practice themselves and certify it, without also being required to enroll in a separate program.
A real incentive to add Traffic Survival School or Defensive Driving
If the minor has also completed a Traffic Survival School or a Defensive Driving course, the supervised-hours requirement drops from 30 hours (10 at night) to just 20 hours (6 at night) — a meaningful reduction, not a token discount.
Traffic Survival School and Defensive Driving courses are more commonly associated with citation-related requirements elsewhere in Arizona's system, but this GDL provision means completing one ahead of time can genuinely shorten the practice-hour path to a graduated license.
Motorcycle applicants under 18 face a similar structure
An applicant under 18 for a Class M motorcycle license must hold the motorcycle instruction permit at least 6 months and complete an MVD-approved motorcycle driver education program — or have a parent or guardian certify at least 30 hours of supervised motorcycle practice instead.
This mirrors the car-permit structure closely: formal education is one path, parent-certified supervised practice is the other, and neither one is layered as an extra requirement on top of the other.
18-or-older applicants don't face this requirement
The manual doesn't describe a mandatory driver education requirement for an adult applicant getting an operator license for the first time — the main path is holding the instruction permit and passing the knowledge and road tests.
An adult with an out-of-state license may also be exempt from the driver-education/driving-practice and instruction-permit requirements entirely, transferring their existing license instead — a notably lighter path than the one an under-18 first-time applicant has to follow.
Two separate clocks, not one
It's worth keeping the driver-education requirement mentally separate from the graduated license's other timing rule — holding the instruction permit for at least 6 months before applying. Completing driver education doesn't shorten that 6-month hold, and finishing the hold early doesn't excuse the education/practice-hours requirement.
- Requirement 1: hold the instruction permit at least 6 months.
- Requirement 2: complete driver education, or log the required supervised hours (fewer if TSS/Defensive Driving was completed).
- Both requirements have to be satisfied before applying — neither one substitutes for the other.
Because these two requirements run on independent tracks, a family can work on the supervised-hours log during the same months the minor is waiting out the 6-month permit hold, rather than treating them as sequential steps that add to each other's timeline.
