North Dakota is one of the few states offering an official webcam-proctored online permit test, through its own KnowToDrive program, and its motorcycle helmet rule ties a passenger's requirement to the operator's age rather than the passenger's own — if the operator is under 18, every passenger needs a helmet too, no matter their own age.
