New Jersey Driver Handbook Guide
The official New Jersey driver's handbook covers a lot of ground — not all of it tested. This page maps its actual chapter structure, straight from the handbook's own table of contents, so you know what's in there before deciding whether to read the whole thing or lean on our cheat sheet instead. Chapters at a glance
- Chapter 1: The New Jersey Driver License System — Covers New Jersey's three GDL paths for any first-time driver under 21 -- the Early Bird Road (16+), Young Adult Road (17+), and Adult Road (21+) -- each with its own supervised-driving and decal requirements, plus REAL ID and digital driver license details.
- Chapter 2: New Jersey Driver Testing — Explains the 6-Point ID Verification, the 50-question knowledge test (80% to pass, plus an unscored organ-donation survey question), vision standards (20/50 for a basic license), and the full road test checklist, including which vehicle defects can get a test cancelled before it starts.
- Chapter 3: Driver Responsibility — Covers New Jersey's seat belt law (primary offense for the driver, front seat, and all under-18 passengers; only secondary for unbuckled adult back-seat riders), the tiered child passenger safety law, and a full stopping-distance table from 10 to 70 mph.
- Chapter 4: Safe Driving Rules and Regulations — Covers New Jersey's speed-limit tiers (25 mph school/business/residential up to 65 mph on certain interstates), the Safe Corridors law that doubles fines on high-crash highways, headlight requirements, and the state's strict six-inch curb-parking rule.
- Chapter 5: Defensive Driving — Covers scanning, communicating, and space-management techniques, plus New Jersey-specific hazards like Turnpike/Parkway/Expressway interchange navigation and stopping regulations unique to those limited-access roads.
- Chapter 6: Drinking, Drugs, and Health — Covers BAC thresholds -- 0.08% for drivers 21 and older, but an unusually low 0.01% for drivers under 21 -- and explains that refusing a breath test is itself a separate illegal act under New Jersey's implied consent law.
- Chapter 7: Driver Privileges and Penalties — The most detailed penalty chapter of any state guided so far -- a full DUI penalty table split by offense number and by whether the violation occurred before or after December 1, 2019, plus the complete moving-violation point chart and New Jersey's habitual-offender definition (three suspensions in three years).
- Chapter 8: Sharing the Road with Others — Covers New Jersey's Safe Passing Law (a 4-foot clearance requirement when passing a bicyclist), the yield-to-buses-re-entering-traffic law, and truck no-zones illustrated with specific distances (10-20 feet to the sides, up to 200 feet behind).
- Chapter 9: Vehicle Information — Covers vehicle title, registration, and insurance requirements, including that a new resident's vehicle must be titled and registered within 60 days of moving to New Jersey -- sooner if the out-of-state registration expires first.
- Chapter 10: Motorcycle Manual — A full separate motorcycle-endorsement manual bound into the same PDF -- outside the scope of this site's permit-focused content, since usdriving.net doesn't cover motorcycle or CDL endorsements.
- Chapter 11: Appendix -- Driver Safety — A supplementary appendix on traffic signs, signals, and road markings, reinforcing material already covered in Chapters 4 and 5 rather than introducing new tested content.
- Chapter 12: MVC Locations — A directory of MVC Licensing Center and Vehicle Center addresses statewide -- purely administrative reference material, not exam content.
What's actually tested
The knowledge exam draws most heavily from Chapter 1 (GDL rules for any first-time driver under 21), Chapter 4 (Safe Driving Rules and Regulations -- speed, passing, parking), Chapter 6 (Drinking, Drugs, and Health -- the under-21 0.01% BAC threshold), and Chapter 7 (Driver Privileges and Penalties -- the moving-violation point chart).
Chapter 10 (the bound-in Motorcycle Manual) is out of scope for this site's permit-focused content, and Chapter 12 (MVC Locations) is pure administrative reference -- neither is meaningful knowledge-exam preparation material.
