Wyoming-Specific Rules

Minor & Provisional Licensing

  • Full privileges at 17 with no prior permit needed, or at 16 and one-half with a current intermediate license at least six months old plus driver education.
  • Instruction Permit at 15; supervising driver must be at least eighteen, hold a valid license for the vehicle type, and sit in the front passenger seat.
  • Extreme-inconvenience restricted license (ages 14-15, 5+ miles from school/work): valid 5am-8pm within 50 miles, expires 30 days after the 16th birthday.
  • The matching restricted instruction permit for that same 14-15 extreme-inconvenience track is valid 60 days.
  • Intermediate License at 16: previously held a Restricted Class C license, or held an Instruction Permit plus 50 hours of driving including ten hours at night.
  • Intermediate License: max one non-family minor passenger unless an 18+ licensed driver is along; Intermediate motorcycle permit holders can't carry any passenger.
  • Intermediate License curfew: 11pm-5am unless a signed exception form (medical, work, school/religious/youth-sports) is presented to police if stopped.
  • Intermediate License: suspended 30 days per restriction violation; automatically expires 30 days after the 17th birthday.
  • A driver-ed certification card (30 hours classroom + six hours behind-the-wheel) waives the skills test but is only honored for up to two years.
  • The written test can be retaken twice the same day; missing 13 or more questions means a three-day wait before retesting.

Licensing Procedure & Documents

  • A Driver License Compact member's out-of-state license must be surrendered within one year of establishing Wyoming residency, if kept instead of switching.
  • Every applicant is checked through the national Problem Driver Pointer System and other electronic systems before a license is issued.
  • Proof of residency needs any two accepted documents showing a residential address -- a P.O. Box doesn't count.
  • An address change must be reported to the department in writing within 10 days.
  • Renewal window: the 120-day period before expiration for licensees over 21, only 90 days for licensees under 21.
  • Mail renewal is limited to once every other renewal period, and only with a clean five-year record and no mail renewal in the past five years.
  • Fees: Original License $40, Instruction Permit $40, Intermediate License $30, plus a $5 technology fee on every license class.

Rules of the Road

  • Default speed limits: 80/75 mph Interstate, 70 mph secondary highways, 30 mph residential/business, 20 mph school zones.
  • Move Over Law: merge a lane away on multi-lane roads; on a 45mph+ two-lane road, slow to 20 mph below the posted limit instead.
  • School bus stop: both directions on an undivided highway; only the bus's own side on a divided roadway.
  • The statewide cell phone law only bans texting -- handheld and hands-free voice calls stay legal, though some cities add their own local ordinances.
  • Child restraint law applies until the child's ninth birthday; violations are a primary offense justifying a stop on their own.
  • Child restraint fine: up to $60 first offense (waived with proof of purchase afterward), up to $110 for a second or subsequent offense.
  • Approach a blind intersection (view blocked by trees, bushes, or buildings) at no more than 15 mph.
  • Mandatory stops include entering a business district from a side road, on top of driveways, alleys, and parking lots.

DUI & Alcohol Laws

  • Administrative Per Se Suspension: 90 days for a 0.08%+ BAC test after a DWUI arrest, regardless of whether the court case is dismissed.
  • First DWUI: 90-day suspension; a .15% or greater BAC at arrest adds a mandatory six-month ignition interlock requirement.
  • Second DWUI (within 10 years): one-year suspension; no limited driving privileges unless the conviction includes alcohol.
  • Fourth-or-later alcohol-inclusive DWUI: a lifetime ignition interlock requirement, petitionable for removal five years after conviction.
  • Third alcohol-inclusive DWUI: a two-year interlock requirement plus whatever remains of the three-year revocation period.
  • Youthful Driver Suspension (under 21, 0.02 percent or more BAC): a 90-day suspension for a first offense, six months for a second within two years.
  • Reckless Driving: 90-day suspension first offense, six months for a second within five years.
  • Compulsory Insurance Suspension lasts until an SR-22 is filed, with no limited driving privileges available at all.

Vehicle, Insurance & License Actions

  • Uninsured-crash reinstatement: a cash deposit covering property damage plus $25,000 per injury, refundable after a year with no judgments filed.
  • Reinstatement fee is generally $50, but only $5 for a child support suspension specifically.
  • A Contested Case Hearing or Record Review request must be postmarked within 20 days of the suspension notice.
  • A probationary license (limited driving privileges during suspension) is capped at one per five-year period.
  • An SR-22 filing must keep proof of financial responsibility on file for three years from when it was first required.
  • Revocation offenses (third or subsequent DWUI, third or subsequent reckless driving, leaving an injury crash scene, vehicular homicide, driving-related felony) never allow limited driving privileges.
  • Wyoming runs no numeric point system at all -- every consequence is a direct, offense-specific suspension or revocation instead.
