Rhode Island Driver Handbook Guide

The official Rhode Island driver's handbook covers a lot of ground — not all of it tested. This page maps its actual chapter structure, straight from the handbook's own table of contents, so you know what's in there before deciding whether to read the whole thing or lean on our cheat sheet instead. Chapters at a glance

  1. Section I | Applying for a Rhode Island Driver's License — The core licensing chapter: the three-level graduated system (Limited Instructional Permit, Limited Provisional License, Full Operator's License), fees, and out-of-state transfers -- the densest chapter for this site's Minor & Provisional Licensing and Licensing Procedure clusters.
  2. Section II | The Effects of Distractions, Drowsiness, and Emotions on Driving — Distracted and drowsy driving, emotions, and aggressive driving/road rage -- general safe-driving guidance without much state-specific numeric detail.
  3. Section III | Basic Driving Skills and Safety Rules — Safety belts, child restraints, stopping/parking, and cellular phone usage -- this site's source for the seatbelt, child-restraint, and cell phone/texting facts. Note: the cellular phone section predates Rhode Island's June 2018 all-driver hands-free law, since this manual's text is unchanged since its 08/2015 revision.
  4. Section IV | Signals and Roadway Markings — Turn signals, roadway markings, and traffic signals -- this site's source for the 100-foot signal-distance fact.
  5. Section V | Driving Emergencies — Skids, brake failure, blowouts, and other emergencies -- practical safety content without much state-specific numeric detail.
  6. Section VI | Motorcycles — Motorcycle-specific driving guidance and protective equipment, including the helmet law's two triggers (under-21 riders, and any new operator for their first year) -- this site's source for the existing stateFact's motorcycle helmet claim.
  7. Section VII | Systems for Safe, Courteous, and Defensive Driving — The three-second following-distance rule -- consistent with the national bank's own following-distance content, so not used as a state-specific override here.
  8. Section VIII | Sharing the Road Safely — Large trucks, pedestrians, school buses, and bicyclists -- this site's source for the school-bus-stop and bicycle-helmet facts.
  9. Section IX | Laws You Must Know — A dense list of miscellaneous but frequently-tested rules (turn on red, headlights, insurance certification, littering, earphones) plus a full fine schedule -- this site's single richest source of Rules of the Road and Crashes/Insurance facts.
  10. Section X | Drinking and Driving — BAC thresholds, implied consent, and an unusually detailed tiered penalty table split by age (under 18, 18-21, 21+) and BAC level -- this site's primary source for the DUI & Alcohol Laws cluster.
  11. Section XI | In Case of a Collision — What to do and report after a collision -- practical guidance without much state-specific numeric detail used here.
  12. Section XII | When Stopped by Police — Traffic stop procedure -- practical guidance without much state-specific numeric detail.
  13. Section XIII | Equipment You Must Inspect — Required vehicle equipment checks, overlapping with the road-test vehicle requirements covered in Section I.
  14. Section XIV | Organ and Tissue Donor Program — Organ donation registration information, not exam-relevant.
  15. Section XV | Passing Your Road Test — Road test document/vehicle checklists and immediate-failure reasons -- this site's source for several Licensing Procedure facts.

What's actually tested

Rhode Island's knowledge test draws most heavily from Section I (the three-level graduated licensing system and fees), Section III (safety belts and child restraints), Section IX (the dense miscellaneous-laws list and fine schedule), and Section X (Rhode Island's unusually detailed, age-tiered DUI/DWI penalty structure) -- this site's cheat sheet and question bank focus on exactly that material.

Sections II, V, VII, XI, XII, XIII, and XIV cover real, useful safe-driving and procedural content but track closely to national conventions or aren't exam-relevant, so they aren't a meaningful source of Rhode Island-specific exam questions. This manual is also the oldest source document encountered in this project's rollout so far (unrevised since 08/2015) -- its cellular phone section predates the state's 2018 all-driver hands-free law, which this site's FAQ and guides address separately via an independently-verified external source rather than presenting the manual's now-partial picture as complete.
