Do You Need Driver's Education in Delaware?

Required for every GDL applicant
A Delaware GDL Level One Learner's Permit applicant must present a Delaware Driver Education Certificate (the Blue/White Certificate) proving they passed a certified Delaware Driver Education Course -- this is a firm requirement for anyone going through the GDL program, not an optional path.
This makes driver's education a genuine prerequisite in Delaware, unlike states where it's just one of several ways to satisfy a supervised-hours requirement.
Out-of-state courses need separate approval
If you completed a driver education course in another state, your out-of-state certificate must be approved by the Department of Education before the DMV will accept it -- this approval must be presented to the Division of Motor Vehicles separately.
To get that approval, send your certificate to the Department of Education's Collette Education Resource Center in Dover, or fax it to the number listed in the manual -- build in extra time for this step if you're relocating to Delaware as a teen driver.
It doesn't replace the rest of the GDL program
Completing driver's education satisfies the education requirement specifically -- it doesn't waive the 12-month GDL program itself, the 50 hours of supervised driving, or any of the passenger and time-of-day restrictions.
Think of the Driver Education Certificate as one document in your application packet, not a credential that shortcuts the rest of the licensing timeline.
Exchange students have their own specific process
An exchange student may apply for a Level One Learner's Permit after completing an approved driver education training program, but needs additional documentation: a notarized statement from their parent granting permission, and (if under 18) a sponsoring family that signs the application and assumes liability.
If you're hosting or are an exchange student, review this specific process rather than assuming the standard GDL document list applies unchanged -- there are extra requirements layered on top.
