The GDL Level One Permit runs for a 12-month program, not a fixed expiration
Rather than a permit with its own separate expiration date, a Delaware GDL Level One Learner's Permit automatically converts to a Class D license once the holder completes a full 12 months of valid driving authority.
This is a meaningful structural difference from many states: there's no separate application to move up a stage -- the permit itself transforms into a license once the 12-month clock runs out cleanly.
Suspended time doesn't count toward the 12 months
If your driving privilege is suspended, revoked, canceled, denied, or surrendered at any point during the GDL program, that period doesn't count toward your required 12 months of valid driving authority.
A period of additional driving experience equivalent to the suspension length gets added to the end of your original 12-month period, and you'll need to undergo complete testing again to confirm you've fully complied.
Adults get a different permit type: the Temporary Instruction Permit
If you're 18 or older applying for the first time, you get a Temporary Instruction Permit instead of a GDL permit -- issued for twelve months, requiring a licensed driver at least 21 years old while you're learning.
Unlike the GDL permit's automatic conversion, this permit requires you to actively take and pass a road exam within its validity window rather than simply completing a fixed program length.
The road exam has its own minimum wait
Regardless of which permit type you hold, you can't take the road exam until at least 10 days after the permit was issued.
Plan your testing timeline around this floor -- scheduling a road test attempt before the 10-day mark simply isn't possible, no matter how prepared you feel.
Your sponsor can end your GDL permit's validity early
For a GDL applicant, the sponsor who signed the application has final authority over your driving privileges and may withdraw their endorsement at any time until you turn 18, immediately cancelling any driving privileges regardless of where you are in the 12-month program.
This means your permit's practical validity depends on more than just the calendar -- it depends on your sponsor's continued endorsement throughout the entire program.
