Proof of identity, legal presence, and Social Security number

If you're a GDL applicant using the DPC (Driving Privilege Card) path instead, a separate DPC Required Documents Table applies -- confirm which table is relevant to your specific application before your appointment.
Two proofs of Delaware residency -- unless your sponsor qualifies for a waiver
Standard GDL applicants need two proofs of Delaware residency. That requirement is waived specifically if the sponsor is a licensed Delaware driver who lives at the same address as the applicant.
If you're not sure whether your sponsor's residency qualifies you for this waiver, confirm with the DMV before your appointment rather than assuming -- gathering two residency documents unnecessarily is a minor inconvenience, but arriving without them when they're actually required means rescheduling.
Your Driver Education Certificate
You must present a Delaware Driver Education Certificate (the Blue/White Certificate) proving completion of a certified course. If you completed a course in another state, that out-of-state certificate must first be approved by the Department of Education before the DMV will accept it.
Getting out-of-state approval takes time -- send your certificate to the Department of Education's Driver Education and Private School Services office well before your intended DMV appointment date, not the week of.
Your sponsor must appear in person
The sponsor must sign the GDL applicant's driver license application in the presence of a Division licensing employee -- this isn't something that can be handled with a mailed or notarized signature alone.
Coordinate your sponsor's schedule well in advance of your appointment, since the application can't be completed without them physically present to sign.
Payment for the license fee
The applicant must pay a $40.00 Class D license fee at the time of application, alongside passing the eye screening.
Confirm accepted payment methods with your local DMV office before your visit, since payment requirements can vary and you don't want a payment issue to be the reason you need to reschedule.
